Aftermath of the "Lucky/Garcia" two parter in S3. She's just killed the unsub that shot her (Jason Clark Battle) along with JJ. This leaves room for a canon update due to the nature of WETV's rerun schedule.

Why do you think your character would work in this setting?
In spite of the unplanned nature of her arrival Penelope would eventually see being in New Dodge as part vacation and part unplanned adventure. She'll worry about her team regardless however but knowing when she does go home nothing will have changed will help.
She'll find her place pretty quickly in spite of there being no unsubs, there's enough crazy to make up for that in spades. Plus she'll bring light to wherever she lands via her sunny outlook and personality.
How do you plan to expand their CR?
Penelope's very nature is social and light so she'll find no problems getting fresh CR. Once she finds her footing she'll be out among people and helping during rounds of crazy since while it may not be unsubs she knows crazy too well.
What will your character do for work?
Computers with the research lab and a small side business doing tech support. She'll happily lend law enforcement a hand as needed given her having experience with the FBI

Penelope is just wandering around town after dealing with the paperwork in C&P. She finds her cabin and eventually wanders into the saloon after a stop in the market dome. She does giggle under her breath, one member of the BAU would have a total field day in a place like this. But for now she plasters on a fake smile and slides onto a bar stool,"How are the fries? Because I have a need for grease!" going for a joke since its in her nature.
In the meantime however she fishes her TC out of a stuffed to the brim bag and is going over the device with a well trained eye, at least for tech. "Oh man, this puts m lair to shame!" she giggles as she worked. "Would love to take this apart just for a look at the insides but won't risk it. Maybe there's a beat up unit I can buy to do just that?" she admits under her breath. But for an unplanned arrival there's just something sunny about her, a smile bright as day and just as loud a wardrobe to boot.
